That policy was implemented so radio stations would be forced to play Celine Dion and Corey Hart music.

But like Mutt pointed out, nobody cares, so those 35000+ in Edmo, 23000+ in Hamilton, 22000 in Montreal and Toronto, etc are all obviously illegal aliens and farmers, not real Canadians.
