Starting a tube site depends on your budget and time you are willing to put in.

For very low budget+time: you can get hosted tube .

For low budget+time: you can try free nubiles tube script.

For average budget+time: you can try low cost scripts like tubeace .

for small budget:

Well, to start one you could just setup a wordpress blog with a tube/video theme (or not) and drop in embed codes from other tube sites to show the videos.

Now if you want to make money with the site, that might be a different story.
