Never heard about it. But they are increasing their p2p fees.. Previously it was 0.50 max, now its 1% and 10eur max.

That's nothing new,it's been a while that fee.Beside to prevent it is enough to login for 1 minute once in 12 months,if you cant do that then you realy dont need account.Also i just got moneybookers card and it look sexy.
