After SUPER-TUESDAY, you will want to take a close look at those numbers again.

But if the election is to be based on popular vote, then there should be one delegate per congressional district and the winner of that district should get that delegate.

The whole process seems to support the insiders. Even though it has been turned a bit on it's head this time around despite the rules. Which I find quite remarkable.

The parties are not regulated by the constitution or anything, they're free to create their rules, and they do. Those are publicly available. The republicans just changed theirs to allocate delegates proportionally initially, then after March 15th they're all winner take all by state or congressional district. Once the nominees are in place, the process is regulated, but to arrive at their nominees parties have a self-governed process.
