I dont believe there has been an official announcement. Theres been a few threads asking about the issue already and so far, no response from CCBill.
If you get too frustrated, theres always ModelCentro. We promote your site as well, dont have to pay for hosting, cheaper processing 10% vs 14-15%, and tons more! and working support ;)
