putin has a dictator pet!  The president is directly elected and is the Head of State. President appoints a Prime Minister who forms his Government that must be approved, or at least not sacked, by the Parliament. In France or Russia, the Prime Minister doesn't even have to be an elected Member of Parliament. ... And the pm heads the government.
