Nothing is *illegal* 'til you get caught.
It is also possible that he has the rights to the images from the performers.

Those are not screen caps or recordings from chaturbate -- at least not identifiable as such. Some of that "video" looks like it was made with a smartphone. The image looks like they came from performers (or their studios).
