So, an shady publisher could simply set a script using his own ip to keep refreshing own site, and deleting cookie every time on refresh , and he will be seen as unique user always. While some ISP'S have dynamic ip's and it is possible to be different user with same ip in 24 hour period, in most cases is a pure bot traffic. So far it seems only one ad network have this feature.
