I would like some ideas?
Think about starting an Adult / Porn comics site.
How do I go about creating the comic characters and strips? Is there a program / script that I can use?

First...get born again with artistic talent. Then spend years drawing and painting, all the way from when you can first hold a crayon. Hone your craft all through young adulthood until you have developed a style and personality in your work. Then start making your comics and maybe you will find an audience who chooses your work from the vast sea of mega-talented artists.
