In the USA you can drink a beer or two and drive a car, while In Russia even after kvass, which is being sold even to children, you will be considered DUI and lose your driver's license. Most people here afraid to drink even kefir before they go to drive a car. Because in Russia after everything of that you will be considered by police as a drunk driver. So please don't compare Russian and American laws about driving. The rules here are 100 times more strict than in the USA. Some abstract Homer Simpson can drink beer in a pub and then sit into a driver's place while an average Ivan Danko can't. Even one small shot of beer makes your officially drunk and 1+ to the country statistics.

On the other hand, as a passenger, I can drink vodka from a bottle right in front of a police car. I'm not a driver so I can do everything I want.

It's similar here in Hungary, since they introduced "zero tolerance" around 2010.

In Croatia, there was also zero tolerance, but there was protest due it so they reversed back to 0.5% which is around one beer i think.

You are actually partially correct. There is a Russian company involved. It is called Acid who is the publisher of the game. It can be fairly presumed that they may have invested into the development, but by American developers to be sold on an American platform. So, one out of the three elelments is Russian.

Acid is the Russian game developer

Acid used American company Valve to distribute the game on Steam.

Acid did not use Valves developers, they used Valve dolepy for distribution. I think they used valve to mask the fact that the source is a Russian company.

Acid is a publisher on Steam as well, they could have easily publish the game themselves but would have been very obvious it was a Russian company doing it to stir discourse in America.
