Go to a car rental place with the relevant ID and funds and say 'Hi, I'd like to rent a car please' ?

Cheap Car Rental, Best Price Guarantee! - Rentalcars.com or www.economycarrentals.com i used many times in Holland. Way cheaper than direct at the rental company.

I never insure the own risk part. Just look how much your own risk is. I saw one time that in the end you paid 300 usd to insure an own risk of 1000 usd… I rented many times so if i make a big accident, i still saved money. Never rent with GPS also, most car it s build inn and they can not remove it anyway. And if it hasn´t GPS, use Google maps with your mobile. Some still charge 10 euro a day for GPS.

If you just need a car to drive around, a big name car rental place like Enterprise or Avis is a bit easier. The charges are not "hidden" they are displayed and you agree to them. Since you are coming from out of the country you will probably want the insurance. Upsells are not a big deal, you just say no you want the car you reserved because that is your budget.

Turo is fantastic if you want to drive something different, specialized, or specific. I basically use it to rent manual sports cars.

I see those in Europe a lot, total scam. Obviously you have to use common sense... If your personal insurance or credit card doesn't cover it, $15/day for zero deductible vehicle coverage is reasonable.
