Wordpress Gallery Import Plugin?
What is the best way to take a comma delimited list of galleries, import all the pics of each as a Wordpress gallery and then choose a portrait aspect featured image?

CyberSEO Pro does that. Not sure what you mean by "choose a portrait aspect featured image" though, because WordPress does not sort featured images as portrait or landscape.
The video below shows how to import image galleries from an RSS feed, but the process is exactly the same for JSON, XML, or CSV sources (comma-delimited or something else).
