I believe you have to have an account there. Check out paypal.com and I am sure they have more info there than at GFY.

You mean the PayPal debit card?
Just apply from the left navigation link, and they'll have to approve of it. I got mine in about 3 days. You use it like a regular debit/ATM card, except the funds come from your PayPal account, as opposed to your bank account. |

You need a US based account, have to have a credit card & bank account registered I think, need to have a positive balance. Click on Withdraw funds and "Shop online with a PayPal virtual card". Max US$150 per day.
