I need someone who has the skill in c++ (or any other language) to develop a contextual marketing toolbar.

Basically, the toolbar needs to popup ads according to search text and domain strings. We need to have an admin interface which will manage ads for both domain strings and search strings. The popup ads need to avoid popup blockers (ussually modeless pops do the trick). We also need the ability to force popups on all users at anytime across the network.
