Humans aren?t generally very good at writing secure code. But it seems they?re even worse at it when they?re an employee of a government bureaucracy or hired as unaccountable federal contractors.

In a talk at the Black Hat Europe security conference in Amsterdam later this week, security researcher and chief technology officer of bug-hunting firm Veracode Chris Wysopal plans to give a talk breaking down the company?s analysis of 9,910 software applications over the second half of 2010 and 2011, automatically scanning them for errors that a hacker can be use to compromise a website or a user?s PC. And one result of that analysis is that government software developers are allowing significantly more hackable security flaws to find their way into their code than their private industry counterparts.

According to Veracode?s analysis across industry and government, fully eight out of ten apps failed to fully live up to the company?s security criteria. But breaking down the results between U.S. government and private sector software, the government programs, 80% of which were built for federal agencies rather than state or local, came out worse. Measuring its collection of apps against the standards of the Open Web Application Security Project or OWASP, Veracode found that only 16% of government web applications were secure, compared with 24% of finance industry software and 28% of commercial software. And using criteria of the security-focused education group SANS to gauge offline applications, the study found that 18% of government apps passed, compared with 28% of finance industry apps and 34% of commercial software.

?The government acts like security is the problem of the commercial sector and they?re going to regulate everyone,? says Veracode?s Wysopal. ?But if you look at this, private industry is definitely ahead of government.?

I just can't bring myself to buy into the notion that it's an either/or proposition. Either government OR private business is a political talking point, isn't it really?

I'm not saying it's either/or, I'm just saying that when it comes to innovation, the free market / Private industry are always better than the government. Yet we want to put government in charge of things like internet security.

A friend of mine works for an engineering company. Last week they met with government officials who were going hire them to help with an energy project. One of the things the company has is a couple of apps they can modify to work well for the government energy agency (it is a dam). They explain the apps and are asked about support for the apps. The company tells them that they can provide support (for a fee of course) or they can train the dam's support staff to deal with it. The guy from the dam tells them that his IT guys don't want to have to put out the effort to learn and support this so they will just hire the company to do that.

If this were the real world and your IT people couldn't be bothered to do their job and because of this you were going to have to pay out potentially tens of thousands of dollars per year you would likely fire those people. Not with the government, they just spend out money like it is no big deal.

I lived in the UK for 4 years, I dealt with the way government ran things like the telephone company, and healthcare, and getting power hooked up, etc... Apparently, according to friends there, things like telephone service, and so forth, have gotten better since there was some privatization...

My father had a heart attack in the uk while on business many years ago, got excellent care and it didnt cost him a nickle.

... in any case, if the government hadn't happened to have started it up when they did, for military reasons, the civilian world would have had it soon. And I'm willing to bet that they would have built it out faster, and with better flexibility.

Reminds me of a report Sophos published a year or 2 ago. Based on their research the most dangerous sites to visit (highest chance of getting infected with malware) were government operated websites

Michael I never read disrespect in what you write. I have too much respect for you. My dad died of cancer here in the good ole USA. His care was decided by ins bureaucratic's. They had him first on the old shitty chemo, they didnt decide to give him the newest cancer med til it was too late. I cant help thinking the 2k a month cost helped it being last on the list to give to him when it was way too late. He was a card carrying RNC member and I miss him everyday.

Well, it's still a strange thing to me because back in the old days, the government needed some things from IBM, but since IBM is private and not answering to the gov, they had to create a special division. IBM Federal Systems Division was born. Doing work exclusively for the gov.

So I still think that there's no natural impetus to even be discussing why one is better than the other. The entire notion of one better than the other is entirely manufactured by politicians to sway votes. I'm not on "one side or the other" because there is no one side or the other. I dunno, it's just an odd slant to an article that can stand alone I guess.
