In the same way that Iran has funded and trained terrorist groups to carry out attacks from Lebanon against Israel, Saddam, according to the assessment, could be banking on recruiting a Palestinian terrorist group to act on his behalf.

just some fyi. the recent increase of attaacks upon israel is funded & backed by iraq, iran & syria . so that they can attempt to stall their inevitable demise, by diverting the attention of the us goverment to israel & away from their terrorist activities. jmho.
