For one thing, there's no such thing as a simple htaccess fix. If he's willing to eat his own bandwidth (and on MIT's servers, why not?) then he can simply have his script throw out the proper referer/cookie information.

For another thing, whether or not it can be stopped is not really the question. Leaving the door to your house unlocked does not make it legal for people to steal your shit.

I didn't check it out, myself, but assuming it is on MIT's server I am a bit surprised they are letting this go on.

As far as it being a simple fix, I agree that Rewrite is not the world's simplest module, but hotlinking is a problem that gets addressed over and over here. He can definitely play games to work around work arounds if he's stubborn.
