You do not know the legal system very well do you. Plenty of kids labled sexual predators already. BTW a kid can not molest themselves but if someone masturbates a 13 year old then of course it is molestation and according to the law if it was another 13 year old that did it - still counts.

Of course they don't. How should they know that something that pretty much falls under "age-appropriate sexual behavior" has been outlawed?
