Very wrong information in this thread. Obviously banks and payment services cannot keep the money for themselves if someone passes away. They are obliged to give it to the heir.

The money belongs to the estate. So there's probably a procedure where the executor sends in the death certificate and probate papers and the money is released.

It's never too early to be thinking about a "will" or providing general instructions to a couple of people you really trust. My own mother and another relative have in a sealed envelope details of all assets and liabilities, including signed limited POAs. In addition, I have pre signed numerous checks in their names, and left them debit cards with PIN codes, in the event of any serious emergency or death.
