It seems to me that ICANN told staff to create an agreement for .XXX; but, didn't pass final vote until they consider the advice of GAC.

This delays implementation as I understand the outcome. .XXX still not dead; but, delayed again.

Yes, I think it will lessen his inclination to sue ICANN and the next meeting will be in February with GAC as I understand the outcome.
