Wrong, CCBill is totally down with the Vatos. In fact they process Mexican traffic better than most processors with the possible exception of Epoch, for the sole reason that Epoch is able to handle certain cash cards that are popular in Mexico and few processing companies bother.

Zombaio has Mexico on its banned countries list. Segpay blocks transactions from Mexico by default but can enable upon request.

Now the problem is that from what I have seen Mexicans like to charge back, they think its fun to sign up and claim fraud later. Overall my chargebacks on Mexican transactions are about 50% higher than anywhere else, as far as Latin countries go only Costa Rica and Puerto Rico are worse, but there are so few transactions from those places that it doesn't make much difference.

Mexico is one of the larger economies in Latin America so if it makes sense for your program to have a strategy specifically for them, I would suggest disabling trials, atm cards and debit cards are very prevalent there and many do not support recurring transactions. If you are charging a recurring fee make sure it is lower than $25, any higher than that and they tend to panic.

Also do not count on your Mexican customers calling an 800 or toll free number to cancel. These don't work well on Mexican phones apparently and customers will prefer to chargeback at the bank.

Thanks for all the responses everyone, for now the traffic is going into the sink, however I am thinking about developing a tier of sites tailored for shit traffic. The main issue with passing it on is that it's rejected at a firewall, so could only be delivered on to somebody else as an iptables masquerade/redirect.
