Blocking Losers From Clicking On Your Adwords
Unfortunately if you have a Google Adwords program you stand a chance of competitors clicking on your sponsored links in order to eat up your budget. This not only costs you money but also takes you out of the ad rotation.

competitors clicking on ads can actually be good.... you get higher CTR, which results in lower CPC... the competitor may think they are harming you, but they actually may be helping you... :1orglaugh

I thought they only show the add to an IP number until that number clicks the advert. Then the advert is no longer displayed for that IP number. Is that not correct?

The ad may appear again (depends on how competitive it is), but the re-click won't count, and it won't be charged against you (the article suggests it is, but that's not true). Google has a very long memory for static IPs, and decent functionality (IP + useragent data + ???) to work with rotating proxies of the type AOL uses. No one outside Google knows all the tricks they use.
