If you've got the $99, might as well get a strong start and not have to worry for quite a while. :)
Plus it will allow you to launch a bunch more sites as you feel the fancy and not have to worry about overloading something with such small resources as a VPS.

Starting a blog and dedicated server aren't usually in the same sentence. Unless your friend has money to burn I'd suggest a small VPS for a "starting" point. It can always be expanded upon from there. :2 cents:

I run a ton of Wordpress blogs and have had a ton of problems with hosts not properly setting up Linux to host them.

These guys have their own mix of Debian Linux and it works flawlessly... I went from a server load of 2.x to 3.x to less than 1!

A VPS is ample and even that wouldn`t be needed for starting a site. Your friend could simply upgrade it later. :)

he could use sharred/reseller/vps for that...

NakedHosting offers good managed dedicated, and on Certified Hosting he can find good shared hosting deals...

Based on your friend's actual NEEDS, I would say start with a VPS and upgrade to a dedicated once the site is launched and grows from there. There is really no need to spend a lot on a brand new starter blog unless they know what they are doing and expecting a ton of traffic right out of the gate.

That extra money can go into buying traffic, design, or other goodies.
