it's odd that a guy can stand there with a gun and shoot almost 90 people... don't think that would happen in the USA. by that I mean I think he would have killed far less before being killed/stopped.

At least one machine gun, probably more weapons. He was dressed as a police man, took a small ferry to the island where around 700 teenagers and people in their early 20s were on a political summercamp. He said he was there to talk to them about the bombing in Oslo, and when the teenagers started to gather around him, he started shooting..

When a guy starts shooting at hundreds of teenagers with a machine gun, they flee, they do not try to stop him..
With most of the nearby policeforce in Oslo because of the bombing, on a small island filled with teenagers you can do a lot of damage. Add to the whole that this is in a country where not even the police got weapons unless there's something special, and you have the recepie for disaster..
