Why not hire a jquery developer? Flash is soooo 2005.

Is this full time, part time or, one time assignment?

It's one time assignment now... But we will need something to be done from time to time. Few banners now and then. So it's no regular schedule, but not exactly temporary job

I wonder how are you going to do Flash banners with jquery?
