The answer has been around for a while now. There is a solution. Problem is a bunch of idiots who have no skin in the game keep saying it doesn't work and it's useless to try, blah, blah, blah, and people believe them.

It's not 100% but it's high 90s, and you'll cut back on 99% of the people who would otherwise steal from you.

If by "free" you mean stolen, yes it's dealt with accordingly.
