As a whole yes it's declined. There's obvious indications of this. Programs, sites, boards closing, people leaving the business and the huge amount of traffic that used to convert a lot better on a TGP site converting worse on Tubes.

Now people will tell you otherwise and not offer proof, except that they are doing better or their sites convert better and you should try them. Go figure.
