BEST theme to use WP as a nice CMS
 
Looking for a client who wants to use WP to run a 20 page site
It will also have a blog.

What are the best options for static / with bread crumbs and nav menu ..

You can use any theme as a CMS - Just remember that you can make pages as well as posts - You can also set any of those pages as the front page.

Play around with the menus a bit and you have a CMS.

PS. What sort of site is it - Video, Products...........?

Like what's posted above, Wordpress is the CMS. Any THEME can be modified to do what you want, if you don't want something built from scratch.

There's a big backend that you can use to make static pages/blogs/anything really. It takes a bit to get used to, though.

Wordpress is the CMS. The theme is just the looks of the CMS on the frontend. You can literally take any theme and make it look anyway you want.

Yes I agree however it makes sense to base my design on a theme that has some of the work already done

I understand. What kind of look are you searching for? There are so many themes. But Wordpress, the backend, is the CMS. Not the frontend.
