I just read through the actual internal audit that cites that scam - sounds like the IRS did have a team/department with the task of detecting fraudulent patterns like that. And it was effective.
Then in 2010 they disbanded it, while justifying that other departments and steps in the process could detect that sort of fraud just as easily. But it wasn't true, there were absolutely no measures in place to do so anymore, and apparently no one stopped to point this out. Fucking brilliant. Total failure of oversight & administration. You'd think at the very least they'd have some kind of simple computer algorithm to point out obvious impossibilities like that, it's not rocket science. |
