Anybody else having problems with youtube?

Youtube videos stop playing after 3 to 5 seconds and then it takes over a minute for them to start again. Usually after a couple of videos I'm sick of youtube's bullshit and no longer interested in what I was watching.

This happens in both Chrome and Firefox, latest versions of both.

Speedtest.net says my results are 13ms ping, 63.92Mbps down, and 5.54Mbps up. I'm only having this problem with Youtube videos.

Anybody know how to fix this?

Why would they throttle me, I only watch 5 - 10 short videos a day. Usually tech related. My attention span is about 10 minutes on a good day.

This is only happening on my PC. Not on my iPhone, Galaxy tablet or Apple TV. Fucking irritating.
