"Primary part" might be a bit overstatement as they don't start installing warheads when enemy's missiles are on the way.

"Hey Fedex, enemy's missiles are here in ten minutes and we have a bit hurry regarding this retaliation strike. Could you pick up one wrench from nearby place and bring it over here? Do you have some offers going on? We might have a coupon, my staff is currently searching for it."

I meant to use "integral part" but my vocabulary went away while I was typing it.

Don't count on the fact they wouldn't be doing it when needed. Back when I was in the Navy, stationed in Cape Hatteras there was a hurricane. We had about a week or so warning as it slowly came up the coast. Guy in charge of getting everything ready sends people up the road (6 hour round trip) to get supplies about 4 hours before it was due to hit.
