Software like Active WebCam allows you to record and broadcast video/audio from web-cams. It seemed to me you wanted something like that.

rtmpdump can be used on windows . you only want screen recorder ?

ffmpeg there is a windows port (DOWNLOAD).

you want to use it for which cam site ? parameters are not same always ....
