Man fatally shot by Tulsa police had no gun, chief says
 

TULSA, Okla. - A black man fatally shot by a white Tulsa, Oklahoma, police officer responding to a stalled vehicle had no weapon on him or in his SUV, the city's police chief said Monday.

An investigation is underway into Friday's shooting death of 40-year-old Terence Crutcher, Tulsa Police Chief Chuck Jordan said, as the department prepared to release dashcam footage of the shooting.

"We will achieve justice in this case," Jordan said.

Meanwhile, family members and community leaders who have viewed the footage said it clearly shows that Crutcher's hands were in the air when he was shot.

"We saw that Terence did not have any weapon. Terence did not make any sudden movements. We saw that Terence was not being belligerent," one of the attorneys for the family, Damario Solomon-Simmons, said at a news conference separate from one police held.

Tulsa Police Sgt. Shane Tuell confirmed that relatives were shown the recordings Sunday ahead of the planned public release.

"We wanted them to see it before it was released so they wouldn't be blindsided by it," Tuell said. "We wanted to be able to have that intimate time with them, with their attorney, to see if they had any questions or concerns.

"With something of this magnitude, we're trying an approach that we believe is necessary to further that transparency."

About a dozen protesters gathered outside the Tulsa County courthouse on Monday morning, waving signs that read, "This Stops Now" and "Not Going, Keep Protesting." They also chanted, "Hands up, don't shoot." One protester, Tulsa resident Mark Whited, said more needed to be done to "bridge the mistrusts" between communities.

Authorities said the shooting occurred after an officer stopped to investigate a vehicle in the middle of a road. Police said Crutcher approached after officers arrived to assist. Police spokeswoman Jeanne MacKenzie has said Crutcher refused orders to put up his hands.

Police say Tulsa officer Betty Shelby fired the fatal shot, while officer Tyler Turnbough used a stun gun on Crutcher. Both officers are white, MacKenzie said Monday.

Of course the family is saying he was unarmed and didn't make any sudden movements. Most likely the man didn't follow directions, put his hands in his pocket or behind his back, and the officer most likely gave him multiple warning saying he was going to be shot.

A few years ago I was with a friend who got pulled over and she did everything you shouldn't do at a traffic stop. I was a bit surprised anyone acts like that when police pull you over.

Seems to me a police officer was en-route to a call when they came across a vehicle in the middle of the road. Officer stops to investigate, finds someone who is unwilling to answer questions and unwilling to corporate, and calls for back up. The officer, partly because of drug-recognition training, believes the man (Crutcher) is on drugs, most likely PCP.

According the above linked article, "Crutcher ignored the officer?s commands several times and didn?t answer her questions and reached for his pockets several times despite Shelby telling him not to". Other officers show up, sees an officer with their firearm drawn and a suspect who is not following orders to stop, not following orders to get down on his knees or to lay down on his belly, and instead walks back to his car and puts his hands into his car.

Then he got shot.

It's pretty simple. When police say "put your hands on your head" and then "get down on your knees" you either do what you are told or you risk getting shot. If you instead walk back to your car and put your hands inside the window like you are going to pull out a fire arm, well.... Again, you risk getting shot.

Police are not supposed to shoot someone because he might have a gun. The guy had no gun.

I know police have a tough job, but they're paid to be in harm's way. A cop can't shoot a citizen because he's about to shit his pants with fear. Cops works for us. Try to remember that.

I agree with you. But... I think you are downplaying things here. You are correct that police officers shouldn't shoot people because they are scared. But at the same time police know that someone fucked up on drugs who isn't going to obey police officers isn't going to suddenly play nice. They know that someone is going to get hurt. And they get jumpy.

We don't know if the police officer fired on him because he failed to obey directions, he moved suddenly, or they thought he had a weapon. It's entirely possible the officer fired on accident, or more likely fired after another officer has shot off their taser.

When ever a police officer has their firearm drawn it's a dangerous situation.

But don't tell me they killed him because he was black. That's just not true.

Allow me to repeat myself... I've watched both videos.

The video from the helicopter makes it very clear what happened - Four officers had him at gun point, he refused to obey any orders, walked away from them, and back to his car and reached in the window.

So the family says he was "on his way home from his first night at community college" and had done nothing wrong.

Meanwhile, the video footage from the helicopter shows four officers trying to take a man into custody at gun point and the man walking away from them, going back to his car, and reaching inside.

Anyway, you still miss the point that a police officer can't just shoot someone with no gun. Reaching into a window doesn't equal pointing a gun at officers.

This looks like another case of scared little boys (and a girl) trying to do a man's job and failing miserably, at the expense of someone's life. I wish more officers would use tasers first as the male officer did, when a gun or knife is not present. you suspect he is reaching for something, then taser them. If a weapon is present already, that changes it.

I see three or four officers with guns pointed at a suspect and him walking away from them with his hands up in the air.

I'm sorry but... The moment a police officer pulls their firearm and pulls it on you, you risk getting shot. If a police officer has their firearm pointed at you and you fail to obey that police officer, you risk getting shot. If a police officers has their firearm pointed at you and you fail to obey that officer and instead walk back to your car, you risk getting shot.

The moment a police officer pulls their firearm out, your world stops and you had better obey them. This man didn't.

I got pulled over in a full felony stop once; I knew I had done nothing wrong and I knew the police officers were in the wrong. But I knew at that exact moment none of that mattered, and that for the next sixty seconds I was going to have to grin and bare it and do what I was told to do. I ate some gravel and it was less then pleasant. That is the ONLY way to handle that situation. Any other way, and you risk getting shot.

This is just it - People say "this shouldn't happen" but have no idea what really goes on in the real world.

Police officers have dozens of interactions a day and most of them go smoothly. Yet every day they get hit, punched, kicked, smacked, bit, hair pulled, and spit on. You have to remember police officers are dealing with the bottom 5% or 10% of society. Dealing with criminals that are strung out on drugs constantly day after day grinds you down. If you deal with this hundreds or thousands of times a year, it's only a matter of time before something goes wrong.

Is is sad, tragic, and horrible this man died? Of course it is. But if he wasn't strung out on drugs and listened to police officers, he would surely be alive today.

Where in the videos of this incident did you see the victim attacking the police?

Where in the reports does it say the police had any justification to shoot the victim?

A police officer came across a car in the middle of the street. They stopped to investigate and found on a man on drugs acting erratically. By the time more officers showed up they were trying to take the man into custody and he refused all orders, and instead retreated back to his car.
