it really illustrates the perpetual circle of violence that torture can bring out in people.

First someone, whether it is a judge, jury, monarch, overlord or whatever has to decide that someone should be punished with torture. Then someone has to create a means of torture that is deemed acceptable, then someone has to carry out the act of such a horrific thing. All that disgusting behavior and that doesn't even include the criminals acts themselves or the mob that believes this to be justice.

Only a very small number of societies throughout history DIDN'T rely on these devices. This is why the argument "If you don't break <stupid law x> you have nothing to worry about" is so ignorant. It requires constant vigilance to keep the tax farmers from doing this crap.
