What kind of software/script etc is needed to make and host these style of ads ?

you will still need .mp4 video and edit it properly if you want your own banner.

It looks like its a mp4 video and a GIF file on top, but how do you stitch it all together to work like the example ?

Go to Google Play or Apple App Store and you will find editing tools for your OS. Lots are free.

I shoot and make my own movies. I have used Apple Final Cut since 2004. I used to pay annually for updates, but the last time I paid anything was several years ago now. iMovie is free with OS X. I believe there are free Windows tools as well. Play and App Stores have $25 tools that work well, too.

There's something for every skill level, and every end-result need.
