I need an idiot friendly virtual hosting account
 
i had a virtual hosting account for my 16 year old cousin on webair for 5 or so years, somewhere along the line he was automatically switched to some other host and he doesnt like it. need something idiot friendly so he stops bugging me.

Or your cousin is still a minor who has presumably been hosting porn since age 11? Sounds like real trouble, something that reasonable people should steer clear of.

So, my remaining concern is that minors need a fair amount of supervision on the internet from their parents and/or legal guardians, and that they can't really enter into legal contracts like hosting agreements.

If I were inclined to show a young person how web hosting works, I would set up a real but isolated network with some old computers, install some version of linux from physical media, and set up all the infrastructure services DNS, web and e-mail servers, etc. Provided you had a modern multicore machine to offer them you can do all that on virtualization and save a lot of space, messy wires and not have to deal with crusty old machines failing all of the time. As far as encouraging ethics and a network that will encourage education: Maybe get them a membership to the Association for Computer Machinery, the IEEE.org or USENIX SAGE/The System Administrators' Guild?

I believe I have given solid stay out of jail advice in this thread. Don't give internet to 11 year olds, unless you are a parent or have a signed parental authorization.

Parents need to be involved/responsible for any minor child's internet access or hosting. There are a fist full of laws about this in the U.S., including COPPA

DigitalOcean is okay and has loads of tutorials... Alternatively you can install some control panel on top of it (even WHM/cPanel is easy to install on top for extra $15/month).

I had my 1st dedicated server at 15...

To find a proper replacement, you need to find out why your cousin doesn't like their current company, then you can work around that. Support? Specs? Speed? Based on that, find a new company that offers better quality of those areas.
