Amazon AWS with Google Compute Engine for scalability utilizing the Google cloud platform ( this is where YouTube is hosted minus AWS , Snapchat is hosted there too, and countless others ) and it's cheap cheap cheap :thumbsup

Agreed for AWS, the only con is that is not simple to configurete it and manage it.

You should check with the makers of the cam software you are going to use first. If they can recommend someone that they work with, it will make installing and supporting your software alot easier and cheaper for you.
