So 50 were American citizens, who would of freely been allowed back in to the USA.. because their American citizens.

When Trump became President he didn't have a full cabinet because they couldn't get them properly vetted. Trump's cabinet has had more turn over in two years than any other four year term of any president. To this very day 30% of the White House staff is still unfilled.
