Video catches woman tossing 7 newborn puppies into a dumpster in 90-degree weather

Authorities are trying to identify a woman captured by security cameras tossing seven newborn puppies into a dumpster behind a Napa Auto Parts store in Coachella.

On Thursday a store employee contacted Riverside County Animal Services when someone passing by discovered the puppies in the trash, officials said in a press release.

Officers responded to the shop located at 49251 Grapefruit Blvd. and found the newborn animals.

Authorities said the puppies, believed to be 3-day-old terrier mixes, may not have survived the 90-degree heat had they not been found within an hour of being dumped.

Animal Services released surveillance video of the woman pulling up to the dumpster Thursday afternoon.

The video shows her stepping out of a white Jeep, peering into a dumpster used for recyclables, then dropping a plastic bag into the pile of trash and driving away.

A man who rummaged through the dumpster shortly afterward spotted the bag and took it to the store, an act officials say saved the puppies lives.

"The Good Samaritan played a major role in saving theses puppies' lives," Riverside County Animal Service Commander Chris Mayer said. "His actions were humane and heroic."

Mayer says he and his colleagues are working with Riverside County Sheriff's investigators and the District Attorney's office in building a strong cruelty case against the woman accused of discarding them.

"There is no excuse for dumping puppies," Mayer said. "Especially in today's age when we or other shelters would be willing to get these animals to foster parents or rescue partners. This was a shameful act."

"Riverside County Animal Services arrested 54-year-old Deborah Culwell on Monday at her Coachella home, reports CBS Los Angeles.

Authorities say they found 30 more dogs at Culwell's home, way more than allowed without a kennel permit, Riverside County Animal Services chief John Welsh told CBS News. They were impounded and will be cared for at the Coachella Valley Animal Campus in Thousand Palms, he said. Welch had no information about their condition.

Culwell faces up to seven counts of felony animal cruelty, Welsh added.

She remained jailed. It was unclear whether she had an attorney."

I grew up in the sticks. Starting age 8 I've had to kill injured pets, injured strays, wild newborn bunnies abandoned by their mother, etc. It's called being responsible and putting the animal out of it's misery as quickly and painlessly as possible, and it's free.

Putting 7 puppies in a plastic bag in a dumpster on a 90 degree day to die a slow painful death is animal cruelty plain and simple and she brought those puppies into the world. She is responsible for their existence.

People who think it's okay to treat living creatures like that are often people who physically abuse or neglect children, they need to be taught a lesson as soon as possible that what they're doing is not okay in society. Then again she's 54 years old she's likely a lost cause but she still needs to be punished for her felony crimes. You know for a fact she's done this before many times.
