I have a programmer out there however is there some service like paypal, billpay, or something that I could use to get him the money fast without wire transfers? like charge my cc or bank account then send it as needed to his account?

Western Union is the answer. Go to http://www.westernunion.com to get the info. In short, if you live in US you can pay WU with your cc and then the guy will receive cash in nearest WU place (see Agent Locator section at WU site for addresses). Important thing is to call WU after you pay them with your card, and authorize the transaction because they put a hold on it until you call - you know, fraud protections etc. If you don't do that, the guy will waste his time visiting WU office, money won't be there.
