What's a good, SAFE, exotic place to travel to?

My mother and her husband (who is severely handicapped) want to go on vacation to some exotic country, something in Africa, South-East Asia or South America.

Anyone got some suggestions for good countries to travel to that are both very safe and comfortable (as well as beautiful and exotic)?

Malaysia, I loved it. People speak or understand english, good roads and very affordable.

You can stay in the best resorts for the price of a 3 star hotel.

Lots of countries other than the US are NOT handicapped friendly.
