If you read the article it says the guy has been filing reports for several years.
Some neighbors really are fucking stupid and never take into consideration that their neighbors want things to be quiet when they want to relax after a day of hard work and stress.

But to open fire, that's a pretty fucked up reaction, guy must have gotten pretty furious.
