Right, most of the larger sites I know of are completely NN. Otherwise, tubes and the like are safe when they put up the whole user-submitted thing. :helpme

I think those sites are all operated from outside the US and there is very little if anything that can be done about it.

Given the level of poverty and mess that some countries are in, the least of their worries will be someone in the country earning a living through a site that is bothering some foreign power who does not give two fucks about them not having any money for health care or sanitation. Let's alone internet access or credit cards.

There are also plenty of countries where corruption is endemic, given enough cash you can operate any site you like.
