Kinda sad considering that local newspapers' inability to tap into online classifieds is part of the reason for local papers' demise.

Looks like it. Also their anti-spam measures have evolved quite a bit over the years. Expect more changes.

some areas of Craigslist are fee based. I am very sure they make millions off those fees as well.

Not enough critical mass to sustain interest and usability if you get too small and localized.
Even now at huge popularity levels some of the city-level CL subsites are barely worth visiting. :2 cents:

True. It's an arms race kinda like email spam. Although GMAIL is doing pretty good at filtering.
