"Internet companies and civil liberties groups were alarmed this spring when a U.S. Senate bill proposed handing the White House the power to disconnect private-sector computers from the Internet.

They're not much happier about a revised version that aides to Sen. Jay Rockefeller, a West Virginia Democrat, have spent months drafting behind closed doors. CNET News has obtained a copy of the 55-page draft of S.773 (excerpt), which still appears to permit the president to seize temporary control of private-sector networks during a so-called cybersecurity emergency.

The new version would allow the president to "declare a cybersecurity emergency" relating to "non-governmental" computer networks and do what's necessary to respond to the threat. Other sections of the proposal include a federal certification program for "cybersecurity professionals," and a requirement that certain computer systems and networks in the private sector be managed by people who have been awarded that license. "


Does anyone else find this SUPER SCARY??? Think about the possible ramifications here people.... There would be no "sunset" on this law if it passes....

Not scary at all I dont think. How many other private entities like power and water can they seize? Pretty much all of em if need be I'd say. There's so much scare out there these days though.

I read on various forums sometimes, and some of the people out there regurgitate the stuff anyone emails them. Stuff like supposedly the government is going to make you provide fingerprints and pay $50 and report on your 1040 tax form all the guns that you own.

Another one is that hr875 is going to create a "garden police" and people out there ACTUALLY BELIEVE that they will not be allowed to grow their own vegetables and give them to their neighbors. They think the government is in league with Monsanto corp. to completely freeze out all individuals and only allow government controlled farming, and ALL crops will be genetically created and altered.. it's nutty stuff.,.

Chalk it up to that I'd say. Even if some parts are true, it's not the evil empire.

I'll cross my fingers, do some more research, and hope that you are right, but personally I"m MUCH more worried about Federal control of the worlds primary information source, than control of water supplies.... Just remember, a bill like this would keep on going, without a sunset, no matter WHO was in power in the white house...

Ah yeah, I understand.. BUT.. it doesnt mean anyone would ever use it. Even with every possible warning we could ever have had, the emergency broadcast system has never been used. Could have been on 911, but never was.

Alot of the things are partially true, or proposed (but no real support), but the mailings and rumors some groups send out on some of these things really makes you feel satan has set up shop or something. Thats scary! LOL

Nothing in there of giving control of the world's internet... just control of private-sector computers/connection.

I'm of course assuming that this control is limited to any and all US networks as I doubt they'd be able to switch off networks controlled by other countries.

Requiring a license is exerting control. Why the fuck does the government care if my private network is managed by someone with a license or with a 3rd grade education? It's none of their business.

That's interesting. I did not know the emergency broadcast system had never been used. Seems like a lot of annoying high pitched noises and interrupted shows for nothing. I sort of thought I'd at least seen flood warnings and suchlike via the emergency broadcast system. Is that something else which just looks similar?

And re: original post, what do the bill proposers think would constitute a cybersecurity emergency?
