Do card companies flag certain acquiring banks as "risky" (ie, outright deny anything from that bank) or is this limited to the merchant?

I'm asking because I am interested in some offshore processing however I do not want to end up at an acquiring bank that is burnt to shit by other high risk merchants.

Please advise :)
