Jpeg image rotating flv

Hey all - do you know of a program that will take a collection of say 30 jpeg images and make it into a flv or video eg a image rotating gallery in flv ? whats something cheap ideally free and simple ?

The best: Flash, Adobe Premier, Finel CUT etc. But if you looking for a program to make it fast and simple - AVS Video Converter, among all. Very simple and fast. Good Luck! ;)

If you want to rotate images.... use JS.
This is not good use of Flash.
