Freeware for running an FTP server on a plain windows box? Suggestions?

Never did it but if I had to I would use FileZilla

FileZilla Server should work fine if you understand ACLs and set your permissions properly.

I wouldn't suggesting running any service on Windows, though.

i use filezilla server and it works fine

xampp comes with filezilla server
