I didn't look for a webmaster program, how ever enjoyed the way they make it seem liek they have the video's to some of the webs most popular amateur pictures, and then ask you to register. I bet that's working out nicely for them.

You can do similar thing with Wordpress and free plugins.

Check for Score-XML or Gamma-Tube plugins to add tube content to your blog
and Free Tube Theme for easy tube website setup.
