Keep in mind the IOC (who makes these descions) does them to maintain the highest integrity for the Olympic brand. TV rights are worth big bucks, and I'm sure their affiliate stations who bid serious cash for the rights to air the games don't want anything that could be perceived as negative in the eyes of those who ultimately pay for the olympics - the big brands all over the world.
